What Is This Document?
The Information for Shippers is a mandatory consumer protection document established under Pennsylvania Code § 31.121. All licensed household goods carriers (moving companies) operating in Pennsylvania must provide this form to customers before accepting a moving order. This requirement ensures consumers understand their rights, responsibilities, and what to expect during the moving process.
When Must You Receive This Document?
Household goods carriers must furnish the Information for Shippers form:
- Before an order for service is prepared
- At least 48 hours prior to your move (unless you agree in writing to a shorter period)
- When you first request moving service

1. Written Estimates
What You Need to Know:
- The carrier must provide a written estimate at least 48 hours before your move
- The estimate approximates the cost to move your household furnishings
- You must inform the estimator of everything you intend to move
- Actual charges may differ from the estimate
Billing Methods:
- Moves 40 miles or less: Charged based on hourly rate
- Moves over 40 miles: Charged based on weight and mileage
2. Payment Requirements
At Time of Delivery:

If Charges Don’t Exceed Estimate by More Than 10%:
- You must pay all actual charges before the mover unloads your goods
If Charges Exceed Estimate by More Than 10%:
- The mover must deliver your complete shipment upon payment of the estimated charges plus the greater of:
- An additional $25, OR
- 10% of the estimate
- You can defer paying the remaining balance for 15 days after delivery
Important: You must pay any increases resulting from changes to the carrier’s rates between the estimate and the actual move.
3. Inventory and Condition Documentation
The carrier must:
- Complete a detailed inventory listing all items and their condition
- You may waive this requirement in writing, but it’s not recommended

4. Delivery Receipt Procedures
Do NOT sign delivery papers until:
- Delivery is completely finished
- You’ve inspected all items
- All damage and lost articles are noted on the receipt or inventory

- If the driver refuses to note damages, make the notations yourself before signing
- Do not sign any receipt containing language that releases or discharges the carrier from liability
- Strike out such language or refuse delivery if the mover won’t provide a proper receipt

5. Loss and Damage Protection
Standard Coverage:
- Without additional insurance, your protection is limited to 60 cents per pound, per article
- This minimum coverage may not provide adequate protection for valuable items
Recommendation: Consider purchasing additional valuation coverage for better protection of your belongings.
